Trump Administration Unveils More Than $1 Billion Farm Investment to Modernize Agriculture and Reduce Reliance on Pesticides

The Trump administration is putting more than $1 billion into a broad federal effort to modernize American agriculture, expand regenerative farming and develop alternatives to some chemical crop-protection tools, as the administration links farming practices more closely to food security and public health.

The investment involves the U.S. Department of Agriculture (USDA), Department of Health and Human Services (HHS) and Environmental Protection Agency (EPA). HHS recently highlighted the initiative as part of the administration’s broader push to help American farmers transition toward a more sustainable agricultural system.

The federal agencies announced the investment package on February 27, 2026, describing it as part of a three-pillar strategy focused on understanding chemical exposure, increasing investment in regenerative agriculture and encouraging private-sector innovation in farm technology.

The package totals more than $1 billion, but the money is divided among several programs rather than being distributed as a single nationwide payment to farmers.

How the More Than $1 Billion Is Being Used

The federal investment is divided among three agencies.

USDA: $840 Million

USDA accounts for the largest portion, with $840 million directed toward agricultural programs.

A major part of that funding supports the department’s Regenerative Pilot Program, which uses existing conservation programs to help farmers adopt whole-farm conservation practices.

For fiscal year 2026, USDA is dedicating:

  • $400 million through the Environmental Quality Incentives Program (EQIP)
  • $300 million through the Conservation Stewardship Program (CSP)

Together, those programs account for $700 million specifically targeted at regenerative agriculture projects and practices.

USDA is also directing $140 million to its Strengthening Agricultural Systems Program. That program is intended to support large-scale projects addressing agricultural challenges considered important at the local, regional or national level.

The department says the projects can support new agricultural markets, innovative approaches to plant and animal pests and diseases, and efforts related to food and diet-related chronic diseases.

What the Regenerative Agriculture Money Is Designed to Do

The USDA’s regenerative agriculture program takes a whole-farm approach rather than focusing on one isolated conservation practice.

The goal is to address major resource concerns such as soil, water and overall farm resilience through a coordinated conservation plan.

For farmers, that can mean adopting practices designed to improve soil health, conserve water and make farms more resilient over time.

The federal government is also trying to make the transition more attractive by combining financial assistance with technical support.

The program is voluntary. The administration is not ordering American farmers to abandon conventional farming or immediately stop using pesticides.

Instead, the strategy is to provide incentives and develop technologies that give farmers additional ways to manage crops and pests.

HHS Is Putting $200 Million Into Research and Technology

The involvement of HHS makes this agricultural investment different from a conventional USDA conservation program.

HHS is committing $200 million to research and technology initiatives connected to chemical exposure and alternatives to chemical crop-protection tools.

The funding includes:

$100 million from the National Institutes of Health (NIH) for a grand-prize challenge focused on evaluating cumulative chemical exposures and improving understanding of their potential effects on individual health.

Another $100 million through the Advanced Research Projects Agency for Health (ARPA-H) will support technologies intended to reduce reliance on chemical crop-protection tools.

HHS specifically identified technologies such as:

  • Robotic weed control
  • Precision mechanical weed control
  • Electrical and electrothermal weeding
  • Thermal weed control
  • Biological and non-toxic herbicides
  • Mulching systems
  • Integrated weed-management systems

The objective is not simply to eliminate chemicals from agriculture. The federal strategy is to develop additional tools that could reduce reliance on certain chemical crop-protection methods while maintaining agricultural productivity.

EPA Adds $30 Million for Pesticide Alternatives

The Environmental Protection Agency is contributing another $30 million to the initiative.

EPA’s funding will support a grand-prize challenge focused on finding cost-effective alternatives to pre-harvest pesticide desiccation.

According to HHS, the goal is to encourage technologies that could reduce pesticide use while giving farmers new tools for managing crops.

This makes EPA’s role complementary to HHS’s research effort: while HHS is focusing heavily on health, exposure and technology development, EPA is specifically targeting alternatives to a particular agricultural pesticide practice.

This Is Not a $1 Billion Pesticide Ban

The administration’s announcement does not establish a nationwide ban on pesticides.

That distinction is important.

The federal government continues to recognize that American agriculture relies on chemical inputs, and the February announcement specifically discussed the importance of maintaining adequate domestic supplies of glyphosate and elemental phosphorus for agricultural and food-supply security.

At the same time, the administration wants to increase investment in technologies and farming practices that could eventually reduce dependence on some chemical tools.

In other words, the policy has two objectives operating at the same time:

maintain agricultural productivity and supply security while developing alternatives that could reduce chemical dependence.

That is why describing the program simply as a “pesticide phase-out” would be misleading.

Why Is HHS Involved in Farming?

The administration’s explanation centers on the connection between food production, environmental exposure and human health.

HHS Secretary Robert F. Kennedy Jr. has argued that improving health involves looking beyond medical care and examining how food is produced and how people may be exposed to chemicals through the environment and food system.

The February plan therefore calls for federal agencies to develop a research framework for studying cumulative exposure across chemical classes.

The agencies say they want to use newer scientific approaches to better understand potential health and environmental risks while maintaining food security.

That health component became even more prominent in June.

June Executive Order Expanded the Agriculture Strategy

On June 25, 2026, President Donald Trump signed an executive order titled “Advancing Regenerative Agriculture and Strengthening American Farm Resilience.”

The order directed HHS, USDA and EPA to strengthen research, innovation and public-private partnerships supporting regenerative agriculture.

It also built directly on the earlier more-than-$1 billion investment announced in February.

The June action also called for continued research into cumulative chemical exposure and directed HHS agencies toward technologies that could reduce reliance on chemical crop-protection tools.

HHS simultaneously released an analysis examining possible connections between regenerative agriculture, food systems, environmental exposure and human health.

Importantly, the agency described regenerative agriculture as an area for continued scientific evaluation, rather than claiming that all health benefits associated with regenerative farming have already been conclusively established.

What Does This Mean for American Farmers?

For farmers, the most direct part of the package is the USDA’s $700 million regenerative agriculture component.

The program is designed around conservation assistance and whole-farm planning.

Farmers interested in participating can work through USDA’s Natural Resources Conservation Service and use the department’s conservation programs to implement eligible practices.

The potential benefit is not limited to replacing pesticides.

Regenerative agriculture can involve broader changes in how farms manage soil, water, crops and other resources.

That means the federal strategy is ultimately about changing the economics and technology available to farmers, rather than simply telling producers which chemicals they can or cannot use.

Why the $1 Billion Investment Matters

The scale of the investment makes the initiative significant.

The administration is bringing together three areas that have traditionally been handled separately:

agricultural policy, public-health research and environmental regulation.

USDA is providing the largest financial commitment to regenerative farming and agricultural modernization.

HHS is funding research into chemical exposure and technologies that could reduce dependence on chemical crop-protection tools.

EPA is supporting alternatives to a specific pesticide application practice.

Together, the programs create a broader strategy for changing how the federal government approaches agricultural production.

What Happens Next?

The biggest question is whether the federal investment produces measurable changes on American farms.

The administration will need to demonstrate whether regenerative practices can improve soil and water outcomes, maintain or increase farm productivity and remain economically practical for producers.

The technology side will face a similar test.

New robotic, mechanical, electrical and biological alternatives to chemical crop protection will need to demonstrate that they can work effectively and affordably at commercial scale.

The federal government has therefore committed the money, but the long-term impact will depend on farmer participation, technological development and measurable results.

For now, the policy represents one of the administration’s largest coordinated efforts to reshape American agriculture.

The more-than-$1 billion package is not a single subsidy and does not amount to a pesticide ban. Instead, it combines USDA conservation funding, HHS health and technology research, and EPA support for pesticide alternatives.

The administration says the ultimate goal is to build a more modern, resilient and sustainable U.S. food system while maintaining the country’s agricultural production and food-supply security.
