Oklahoma’s HealthChoice program could see its largest premium increases in years for the 2027 plan year, with the Oklahoma Employees Insurance and Benefits Board (OEIBB) recommending increases of 18.9% for HealthChoice Basic, 15.8% for HealthChoice High and an average 19.5% for the High-Deductible Health Plan (HDHP).

The proposed changes would affect more than 180,000 state, education and local-government employees, retirees and their families covered by HealthChoice.

The recommendations were made on August 6, 2026, but they are not yet final. The increases still require review by the Oklahoma Health Care Authority’s chief executive before final approval by the OMES director.

What 2027 Could Mean Compared With 2026

For 2026, the monthly member premium was $707.00 for HealthChoice High, $564.72 for Basic, and $492.80 for the HDHP.

Applying the recommended 2027 percentage increases to those 2026 member rates produces the following estimates:

2026 HealthChoice Rates

The 2026 plan year began with no premium increase after Oklahoma officials asked the plan to reconsider proposed rates.

According to Oklahoma Attorney General Gentner Drummond’s office, teachers with family coverage could face approximately $1,572 to $2,716 in additional annual premium costs, depending on their coverage.

The state’s teacher Flexible Benefit Allowance increases alongside the cost of employee-only HealthChoice High coverage, helping offset that portion of the increase. However, the allowance does not increase to cover the additional cost of spouse or child coverage.

That means some educators could see most or all of this year’s $2,000 increase to the minimum salary schedule absorbed by higher family health insurance costs.

Why 2027 Rates Are Rising

Attorney General Gentner Drummond called the pending increases a crisis that had been building for years.

Drummond argued that previous decisions to keep HealthChoice rates flat delayed the financial pressure rather than eliminating it. He said the resulting increase is now being passed on to teachers, state employees, and their families.

HealthChoice is a self-funded health insurance plan administered by the Employees Group Insurance Division (EGID).

The OEIBB recommendation reflects the financial pressure facing the plan after premiums were held flat for the 2026 plan year.

The pending rate increases triggered swift criticism from state leaders and education advocates. Oklahoma Attorney General Gentner Drummond publicly criticized the administration’s handling of the HealthChoice plan, calling the sharp rate jump an easily avoidable crisis.

Drummond noted that keeping rates artificially flat in prior years merely delayed an inevitable reckoning, forcing public servants to absorb a sudden, massive cost hike all at once rather than managing smaller, phased-in adjustments over time. Representative Ellen Pogemiller (D-OKC) also sounded alarms, pointing out that public employees and retirees on fixed incomes are being forced to absorb heavy structural adjustments.

What Happens Next

The 2027 HealthChoice increases have been recommended by the OEIBB but are not yet final.

The recommendation must first be reviewed by the Oklahoma Health Care Authority’s chief executive before moving to the OMES director for final approval.
