The announcement by the Orange County District Attorney’s Office comes after prosecutors concluded their criminal investigation into the incident. Negotiations with GKN Aerospace are continuing over a broader civil resolution, additional costs, safety requirements and independent monitoring.
What happened at the GKN Aerospace facility?
The emergency began on May 21, 2026, at GKN Aerospace Transparency Systems, Inc., located at 12122 Western Ave. in Garden Grove.
A problem involving the cooling system of a 34,000-gallon chemical storage tank triggered a reaction involving methyl methacrylate (MMA), a toxic and highly flammable chemical used in manufacturing acrylic plastics.
Authorities warned that the damaged tank could potentially explode, prompting evacuations across Garden Grove, the entire city of Stanton and nearby communities.
The evacuation lasted for about five days, affecting an estimated 13,000 to 17,000 households, or more than 50,000 people.
The immediate explosion threat was eventually reduced after a crack in the tank relieved pressure inside it.
What will the $100 million claims program cover?
The program is intended to help residents and businesses that were forced to evacuate during the May emergency recover eligible expenses.
According to the Orange County District Attorney’s Office, claims can include costs such as:

- Loss of use
- Meals
- Transportation
- Lost wages

Orange County ends its criminal investigation
Orange County District Attorney Todd Spitzer announced a criminal investigation on May 23, shortly after the emergency began.
The investigation continued for several months and included on-site inspections, records review and consultation with experts. The District Attorney’s Office said GKN Aerospace fully cooperated with investigators.
The criminal investigation has now concluded, with the county moving toward a civil disposition with GKN.
That does not mean every investigation connected to the incident has ended. The civil negotiations are still ongoing, while a separate federal investigation remains a factor.
What could be included in the civil settlement?
The potential $100 million claims program is only one part of the negotiations.
The District Attorney’s Office is also seeking reimbursement for expenses incurred by first responders and emergency services agencies that responded to the hazardous-material emergency.
Potential civil penalties are also being discussed.
Orange County officials had previously sent GKN a demand for more than $4 million to cover county resources deployed during the emergency.
A separate $50,000 relief fund had also been approved by the Orange County Board of Supervisors for residents and businesses affected by the incident.
The final amount GKN may ultimately be required to pay under a broader civil settlement has not yet been determined.
Federal investigation remains separate
The conclusion of the Orange County criminal investigation does not close the separate federal inquiry.
Federal authorities served a search warrant at the GKN facility on June 10. According to a search-warrant affidavit reported by ABC7, investigators were seeking evidence related to possible violations of federal requirements designed to prevent the accidental release of extremely hazardous substances into the air.
The federal investigation is separate from the Orange County District Attorney’s decision to conclude its criminal probe.
When will GKN Aerospace resume operations?
GKN Aerospace is targeting September 28, 2026, to resume manufacturing at the Garden Grove facility.
The reopening is conditional.
The District Attorney’s Office said operations would depend on compliance with required safety standards, ongoing monitoring protocols, regulatory obligations and a court-approved safety plan.
The proposed civil resolution would also require an enhanced safety plan and independent monitoring, with the requirements subject to court approval and enforcement.
